Terrorists’ pursuit of their long-term
strategic objectives include attacks on critical infrastructure and key assets.
The July 2005 bombings in London demonstrate clearly that they are capable
and willing to do so. According to government sources, 85%
of our critical infrastructure facilities (telecommunications, electricity
and water sector) are privately owned/operated. Terrorists will continue
to target critical infrastructure: energy; transportation; information and
telecommunications networks; banking and finance systems; food, water, agriculture,
and health and emergency services; postal and other assets and systems vital
to a country’s national security, public health and safety, economy
and way of life. Because there is a significant interdependence between these
critical infrastructures, there are also cascading effects of failure between
them. A disruption of any one of these would have significant consequences
to our public health and safety.
